Shodor had many interactive activities you can use to learn mathematics.  So does the National Library of Virtual Manipulatives.

WebMath.com has several calculators that can do problems from arithmetic and algebra.  It also provides (VERY!) detailed explanations.

Purplemath.com includes nice notes to supplement many algebra course lectures.

BBC - Yes, the British Broadcasting Corporation has some Shockwave games appropriate for learning pre-algebra and algebra
